Using the head-cover (not the niqaab or veil which is not even ‘allowed’ at Hajj) during NAMAZ is such a strong tradition that even the Quran-oriented women use it. A dupatta (covering on the head and chest) mentally prepares women for the special occasion. And it does look dignified. The other thing in a similar situation is the use of a shawl around your body. That is modest whenever women are in public. And it is Quranic.

33:59 O Prophet! Tell your wives, your daughters, and women of the believers that they should draw a shawl around their person, when in public. This is easy and proper, so that they may be recognized and not bothered. God is Absolver of imperfections, Merciful.

WHAT BODY PARTS WOMEN CAN SHOW IN PUBLIC: Face, hands and forearms, heads, feet and ankles as during ablution.
