Invites the Muslims to re-establish the Khilafah
which is Fard upon them-on the 80th anniversary of its destruction

29220 days ago on the 3rd of March 1924 the National Assembly in Ankara took the following decision: 'The post of the caliph has been terminated. The caliphate has been abolished because the caliphate, government and the republic are all incorporated in their meaning and concepts.' This was not an ordinary decision, rather it was a planned resolution leading to a change in the course of history. From this date massacres, injustice, misery, oppression, humiliation and disgrace started to fall upon the whole Ummah. The state was torn into many statelets and Kufr was given a freehand to do as it pleases and the rule of Allah vanished from the earth. This decision was the most critical decision taken in the history of the Islamic Ummah. The abolition of the Khilafah-the ruling system in Islam-is the decision that led the Islamic Ummah into the abyss.

The Khilafah Rashidah is the general leadership of all Muslims in the world, which establish the rules of the Islamic Sharee'ah and carries the Islamic Da'wah to the world. It is the political entity that will unite the Muslims and their lands. The Messenger of Allah (Sallalahu Alaihi Wa Sallam) has commanded that the Muslims should have a single Khaleefah who will rule them according to the Islamic Sharee'ah. So in Sahih Muslim it is narrated that the Messenger of Allah (Sallalahu Alaihi Wa Sallam) said:

�. . . وستكون خلفاء فتكثر . قالوا فبما تأمرنا؟ قال: فُوا ببيعة الأول فالأول . . .�

"There will be Khulafah, and they will number many. The Sahabah asked: what do you command us? Give the Bay'ah to the first of them one after another." And he (Sallalahu Alaihi Wa Sallam) said:

�إذا بويع لخليفتين فاقتلوا الآخر منهما�

"When the Bay'ah is given to two Khaleefahs then kill the latter."

The Khilafah is the state whose return has been foretold by the Messenger of Allah (Sallalahu Alaihi Wa Sallam) when he said:

� . . . ثم تكون خلافةً على منهاج النبوة�

"Then there will be a Khilafah on the way of the Prophethood."

The Khilafah Rashidah is the state that will apply the rules of the Islamic Sharee'ah that Allah has made obligatory on the Muslims regarding judiciary, ruling, economy, social system, education and foreign policy.

The Khilafah Rashidah is the state that will apply (the rule of) Jihad that Allah has made obligatory on the Muslims in order to carry the Islamic Message to the world, protect the lands of the Muslims, and to protect their blood, honour and property and those who have a covenant with us. It will prevent the evil actions from which the Muslims have been commanded to desist from. It will eliminate all forms of corruption in society and protect the 'Aqeedah from all deviations, disparagement or attack.

The Khilafah Rashidah will spread the atmosphere of Iman, purity and virtuous morals in all aspects of society from the media to educational centres and institutions. The people of the Islamic State will not fear that their sons and daughters will be swept away by evil and corrupt calls and by immoral behaviour.

The Khilafah Rashidah will undertake the task of bringing reconciliation between all the Muslims, which (is something) Allah (Subhanahu Wa Ta'aala) has commanded, and it will banish all notions of tribalism and nationalism. The state is not for a faction, a group or a people. Rather its view towards the citizens will be one. It will apply Islam according to the strongest evidence from the Kitab and Sunnah. It is not the state of any ethnicity or colour. There is no superiority of an Arab over a non-Arab nor white over black; except by Taqwah.

Every Muslim should be concerned with all the rules of Islam since they have been addressed with these rules and they should be concerned about all Muslims in the world. He (Subhanahu Wa Ta'aala) said:

إنما المؤمنون اخوة

"The believers are nothing else than brothers" [TMQ 49].

And the Messenger (Sallalahu Alaihi Wa Sallam) said:

مثل المؤمنين في توادهم وتراحمهم وتعاطفهم مثل الجسد إذا اشتكى منه عضو تداعى له سائر الجسد بالسهر والحمى

"The similitude of the believers in their love for each other, and the mercy they have for each other and the kindness they show to each other is that of one body which when one of its limbs hurts then the entire body responds to that part with sleeplessness and fever."

The Khilafah Rashidah is the state for all Muslims, it is their demand and an obligation on their necks. It has been narrated in Sahih Muslim that the Messenger of Allah (Sallalahu Alaihi Wa Sallam) said:

�. . . ومن مات وليس في عنقه بيعة مات ميتة جاهلية�

"�the one who dies without a bay'ah on his neck he dies the death of Jahiliyyah."

So the Muslim in America is like the Muslim in Europe, and the Muslim in China is like the Muslim in Indonesia, and the Muslim in Turkey is like the Muslim in Algeria. All of them have been commanded to follow the rules of Islam and it is obligatory to establish the Khilafah Rashidah in its correct manner.

Each and every Muslim must have deep conviction that he belongs to a single Islamic Ummah, and that it is not allowed for Muslims to remain divided and weak in states established by colonialism and its forced impositions. Rather they must yearn and work to annex all the artificial entities into one state. So the Muslim in Turkey calls and works for the Khilfah Rashidah so that Turkey is a part of the Righteous Khilafah state. And the Muslim in Uzbekistan calls for Uzbekistan to be a part of the Righteous Khilafah state, as do those in Sudan, Iraq, Iran, Lebanon, Egypt, Indonesia and the rest of the Muslim countries.

The Khilafah Rashidah does not just look after the Muslims only but also all those who carry the citizenship of the Islamic state; whether Muslim or non-Muslim. Such a person is entitled to have his affairs looked after and he enjoys the legitimate rights and duties. There is no discrimination in respect to judiciary or in looking after the affairs of the non-Muslims, and their blood, honour and property are preserved and protected.

The Muslim knows that the Haqq and Batil do not meet and nor can Imaan and Kufr come together as one. He also knows that his call for unity of the Muslim lands and the application of Islam will be opposed and fought by the Kuffar and their supporters. The Messenger (Sallalahu Alaihi Wa Sallam) and the believers with him did not find acceptance or a warm welcome. Rather they faced unsheathed swords and angry hearts; that is why the great Islamic battles took place and the victory was for Islam. This is the reality that Allah (Subhanahu Wa Ta'aala) informed us of in His exalted book:

وَمَا نَقَمُوا مِنهُم إلا أَن يُؤمِنُوا بالله العَزِيزِ الحمِيدِ

"They had nothing against them, except that they believed in Allah, the All-Mighty, Worthy of all Praise!" [TMQ 85]

And He (Subhanahu Wa Ta'aala) said:

إِنَّ الذِينَ كَفَرُوا يُنفِقُونَ أَ موَالَهُم لِيَصُدُّوا عَن سَبِيلِ الله

"Verily, those who disbelieve spend their wealth to hinder (men) from the Path of Allah" [TMQ 8].

And He (Subhanahu Wa Ta'aala) said:

وَ لاَ يَزَالُونَ يُقتِلُونَكُم حَتى يَرُدُّوكُم عَن دِيِنِكُم إِنِ استَطَاعُوا

"And they will never cease fighting you until they turn you back from your religion if they can" [TMQ 2].

And here lies the test of the Muslim. Either he calls for what Allah (Subhanahu Wa Ta'aala) ordered and suffers the harm and affliction-and Allah will be his Helper, or he neglects what Allah obliged on him then he will come under the wrath and anger of Allah. He will not be saved from the plots of the tyrants and Kuffar who care nothing for the Muslims as long as no entity exists for them. We have seen this with the Muslims of Kosovo and Bosnia. Their submission did not save them, rather a war of genocide was waged against them in the Balkans. What has taken place, and is still happening in Palestine, Afghanistan, Kashmir and Iraq, are but live examples of the afflictions and calamities the Muslims can expect if they do not take the initiative and take their affairs into their own hands and stop the affliction before it comes their way.

O Muslims in Turkey
The entire Islamic Ummah knows that her saviour is Islam and its rule. She knows that her rulers have led her astray and humiliated her. And she knows she occupies a most important strategic location in the world and possesses huge resources, and that she represents a quarter of the total population of the world. If the Ummah decides to take her affairs into her own hands, firstly by relying on Allah and deriving her strength from Him (Subhanahu Wa Ta'aala), trusting that He is the one who gives dignity and brings humiliation, and secondly by the determination of her sons and by the support of the sincere people from the armies in her lands. And if she does this whilst reciting the sayings of Allah (Subhanahu Wa Ta'aala):

كَم مِن فِئَةٍ قَلِيلَةٍ غَلَبَت فَئِةً كَثِيرَةً بِإِذنِ الله

"How often a small group overcame a mighty host by Allah's Leave?" [TMQ 2]

He (Subhanahu Wa Ta'aala) said:

إِنَّ الله يُحِبُّ المتَوَكِّلِينَ

"Allah loves those who put their trust (in Him)" [TMQ 3].

He (Subhanahu Wa Ta'aala) said:

مَن كَانَ يُرِيدُ العِزَّةَ فَلِلهِ العِزَّةُ جَمِيعاً

"Whosoever desires honour, power and glory then to Allah belong all honour, power and glory" [TMQ 35].

After this if she proceeded according to the wisdom of her sincere politicians combined with power, policy, planning, building of her industry, awareness of the international situation and the balance of power in the world. And then she acts in a manner allowing her to realise success and continuity. And she opposes every aggression with the power of her 'Aqeedah and the determination of her politicians, exerting heart and soul in the path of helping the Deen and protecting the lands of the Muslims. Then, by Allah's permission, the Ummah will prevail over her enemies and then the believers shall rejoice from the victory of Allah. And for Allah (Subhanahu Wa Ta'aala) that is not difficult.

O Muslims in Turkey and the rest of the world
Do not wait for the Taghuts and their regimes to topple all on their own. Rather there must be believing, steadfast men who have given the covenant to Allah that they will shake these regimes and uproot them and establish in their place a single system which is the system of Islam, the system of the Khilafah Rashidah, which the Kuffar were able to destroy 80 years ago because of their plans and conspiracies against the Ummah. Only the Khilafah Rashidah can unite the Islamic lands, peoples and armies into a single state under the leadership of one Khaleefah.

The righteous Khilafah state is coming soon by Allah's permission. Its components exist in terms of the system, people and preparation. The voices of the Muslims around the world, from Turkey to Nigeria and from Uzbekistan to Indonesia ring loud, demanding the return of the Khilafah Rashidah. It will come back, regardless of how much effort and money the Kuffar and their agents may expend in trying to prevent its return.

O Muslims
Having given this clear exposition we wish to call you to strengthen your resolve and begin the work in earnest with your brothers, the sincere Da'wah carriers who are working to re-establish the Khilafah Rashidah, so that you attain with them the victory which Allah has promised when He (Subhanahu Wa Ta'aala) said:

وعد الله الذين آمنوا منكم وعملوا الصالحات ليستخلفنّهم في الأرض كما استخلف الذين من قبلهم وليمكننّ لهم دينهم الذي ارتضى لهم وليبدلنّهم من بعد خوفهم أمناً يعبدونني لا يشركون بي شيئاً ومن كفر بعد ذلك فأولئك هم الفاسقون

"Allah has promised those among you who believe, and do righteous good deeds, that He will certainly grant them succession (to the present rulers) in the earth, as He granted it to those before them, and that He will grant them the authority to practice their religion, which He has chosen for them. And He will surely give them in exchange a safe security after their fear (provided) they (believers) worship Me and do not associate anything (in worship) with Me. But whoever disbelieved after this, they are the Fasiqun" [TMQ 24].

And He (Subhanahu Wa Ta'aala) said:

وَ الله مُتِمُّ نُورِهِ وَلَو كَرِهَ الكَفِروُنَ

"But Allah will complete His Light even though the disbelievers hate it" [TMQ 61].

Rasulullah (Sallallahu Alaihi Wasallam) did indeed prophecise the Khilafah�s return when he said:

"The Prophethood will last among you for as long as Allah wills, then Allah would take it away. Then it will be (followed by) a Khilafah Rashida (rightly guided) according to the ways of the Prophethood. It will remain for as long as Allah wills, then Allah would take it away. Afterwards there will be a hereditary leadership which will remain for as long as Allah wills, then He will lift it if He wishes. Afterwards, there will be biting oppression, and it will last for as long as Allah wishes, then He will lift it if He wishes. Then there will be a Khilafah Rashida according to the ways of the Prophethood," then he kept silent.

Khilafat is a very important concept in Islam. It has important implications in the political system of Islam. Many important groups have made it a part of their programme to establish Khilafat.
It is therefore necessary to be clear about the concept of Khilafat has three important dimensions. In the moral and spiritual sense, Khilafat means that all human beings are 'Khalifa of Allah' or representatives of Allah on earth. This is the purport of the verse "Surely, we are going to place our representatives (Khalifa) on earth" [verse 30 ]. All human beings are khalifa of Allah though many of them commit sins and do not act like khalifa. (Ref. : Quran - 6:165; 27:62 and 35:39). This is the spiritual khilafat in Islam.
Khilafat also means the political system of Islam. This is the most mentioned dimension of Khilafat. Khilafat, as a system of politics and management of state was established by the companions of Prophet (SM). The main points of khilafat or political system of Islam are as follows :

1. Sovereignty of Allah which means supremacy of Shariah (Quran and Sunnah). The basic law of the state shall be based on the Quran and the Sunnah. The detailed subsidiary law is obtained by Ijtihad carried out by individual or groups of scholars or made by the Parliament in the present day world with the aid of the Ulama or scholars of Islam.
2. Government established by the free choice of the people. This is the majority view. In the present world, this means government elected by the people. There is agreement on this among the Ulama of Islam. There is hardly any major difference. This is the system accepted in the Islamic constitutions in force in the Muslim world.
3. Fundamental rights : All citizens should have human rights irrespective of gender or creed. The Islamic Constitutions of the world have a chapter on the Fundamental rights or Rights of the people which are available to all the citizens in the state. These rights have been agreed to or confirmed by Ulama after long debates in the light of the Quran and Sunnah.
4. Rule of Law and Independence of Judiciary are important points of Islamic political system.
5. Shura or consultation with the people and among the persons in the Government through various forum including Parliament is an important element in Islamic political theory. This is the basis of democracy in Islam.Large number of scholars feel that the term democracy can be used in Islamic framework. (Ref. : Preamble of Islamic constitution of Pakistan which says that the state shall strive to observe "democracy as enunciated by Islam". Ulama accepted this phrase. )

These are the various elements of Islamic political system which go to make Khilafat (Ref. : Khilafat and Mulukiat by Sayyid Abul Ala Maududi).
The third dimension of Khilafat is that it means the form of Government in Islam. The Ulama have now agreed by and large that in the framework of overall Islamic political theory, both Presidential and Parliamentary Governments of to-day are consistent with Islam (Ref. : Islamic Constitution of Iran and Pakistan, Islamic Law and Constitution by Sayyid Abul Ala Maududi, ).
In conclusion, we can say that Khilafat does not only mean that the President should be called Khalifa, it is much more than that. It is in essence the political system of Islam.
